Environmental Justice Findings Statement for a proposed shale gas power plant known as the NRG Astoria Replacement Project. In the findings statement, a limited 1-mile radius study area used by the Applicant was found to be limiting in scope of significant environmental impacts adjacent to, and immediately outside, a 1-mile analysis radius.

Using R software and ESRI’s ArcGIS Pro GIS software, all project assumptions were re-evaluated using a comparative 3-kilometer radius. This comparative approach was then summarized in both statistical analysis and cartographic presentation vividly showing the potentially significant environmental impact of the proposed project.
